Kevin Crous informed me that "install.php" ist missing in the aktual package phpNagios_v1.2.0.tar.gz
Aktually it is not missing. I just renamed it to "check_config.php". "install.php" was a bit confusing, because it does not install anything. It just checks the rights on your Nagios configurationfiles.
