This was left unclean as a stop-gap measure before news
posting was implemented. Ideally, if the captain tries to add
an already-existing pirate, one of several things will happen.
If the pirate is uncrewed and does not have a player
associated, the pirate will be made to join the crew.
If the pirate is crewed, but does not have a player
associated, a crew issue will be posted requesting transfer of
the pirate.
If the pirate is has a player associated, whether crewed or
no, the pirate will receive a crew invitation via PM.
