#3 add reindex feauture

once all marc is uploaded, it is being indexed to make
it searchable, but once indexed, it is not reindexed
anymore. why do it. because some might change/alter the
searchable fields in conf.php. and when this is changed
it does not affect the existing indexed terms. thus we
need this.
