#4821 (ok 4.4.1) Timed-out import fails to restart when file represented

When importing a large file, phpMyAdmin can time out. When this happens it shows a message something like "import the file again and it will pick up where it left off". This worked in previous versions, it is broken now, and has been for a couple of versions I think,
When re-importing the file it starts from the beginning and gives "duplicate key" error.
I thought I had reported this before, but although I've looked for it I can't find it (a "My Tickets" facility would be useful).
Attached are offending import and table structure to import into.
Where are all the platform settings? This is with MariaDB 5-5-41, Fedora 20, FireFox 36.0
