Steps to reproduce :

Select a database from nav panel.
Expand Procedures from another database and create a new procedure.

In nav panel wrong database is selected whereas the main content is different.

Could you please elaborate more on the last part. How is the database in nav panel different from the main content?

I confirm that this bug doesn't exist. There was some other problem in PMA code which was causing this bug. The database selected in the nav panel and the main content are same. Although the database selected is not the one in which we created the procedure.
