Just as a point of note, PMA shouldn't require users to clear out their browser cache every single time it updates. You should make sure the CSS/images are refreshed - this can be accomplished easily by appending the version number to the URL, for example ./themes/pmahomme/img/sprites.png?v=4.0.10
Having said that, for me the problem is usually fixed by logging out then logging back in again.

I'd say that it's not a caching problem in this case - otherwise I'd not have opened an issue.
