#4190 (ok 4.1.2) Fractional seconds cause row update even if the value is not changed

When you edit a row containing a time, datetime, or timestamp column and click 'Go', the update query runs trying to update the time column even though its value is not changed. This happens due to the fractional seconds in the time.

We also need an option to hide the fractional seconds like it was before.
