No

When in the Appearance Settings the language "Nederlands- Dutch" is selected than the selection "Partial texts" or "Full texts" in the browser window acts the same. In both cases it is "Full texts".
Changing the language back to English, it works fine.

I cannot reproduce this problem. Are you talking about the big T, or the selectors under Options (neither of these cause me a problem with "Nederlands- Dutch" in 4.0.5).

Strange. I tried it with a testfile and the effect is also when the English language is selected.
I have added the testfile ( a 4k sql file) and two screendumps where you can see that the big T stands for full texts and on the other for partial texts but with the same result.
I hope you can tell me whats wrong.

I think it's a duplicate for https://sourceforge.net/p/phpmyadmin/bugs/4066/ which is fixed in version 4.0.6-rc2, please confirm.

Yes, it's a duplicate. If I change the varchar to text it works fine. You can close the ticket
