I have had this issue with .9 and I still have it with [v0.92] rev001. Running on RedHat 6.4.

When I go to a subnet and kick of a network scan the httpd/error_log fills up with

sh: warning: setlocale: LC_ALL: cannot change locale (en): No such file or directory

and the scan comes back with

No alive host found!

    after disabling selinux the scans work, but the error still shows up in the log.

    I have the same issue:

    Problem:
    When performing Discovery Scan or [Scan for subnet for new hosts] the following error occurs and does not find any IPs in the network

    Error in Apache httpd/error_log:
    sh: warning: setlocale: LC_ALL: cannot change locale (en): No such file or directory

    Environment Info:
    phpipam version: [v1.1] rev010
    OS: CentOS 7.1.1503 (Core)
    MySQL: 5.6.25
    PHP: 5.6.10

    Work Around: Disable SELINUX causes the scan to work, but the errors still occur in the log

    Note:
    LC_ALL=en is not valid for this linux system env variable and it appears that is what you are setting in the functions.php

    if(isset($_SESSION['ipamlanguage'])) {
    if(strlen($_SESSION['ipamlanguage'])>0) {
    putenv("LC_ALL=$_SESSION[ipamlanguage]");
    setlocale(LC_ALL, $_SESSION['ipamlanguage']); // set language
    bindtextdomain("phpipam", "./functions/locale"); // Specify location of translation tables
    textdomain("phpipam"); // Choose domain
    }
    }
