#8 Privileges to create new Database

I am a novice user. I have installed php home Edition 2
and everything goes fine but I am not able to create a
new Database. When I open the mysqlAdmin 2.6.0 the
options "Create new Data base" (I do not know if this is
the exact phrasing as I use Spanish language) appears
with a remark -"Without privileges"- so no options.
What can I do ? Can some one give me a hint ?
