I'd strongly suggest you not choose PHPHelpdesk.  It is, as far as I can
tell, a dead project.  The last change to the codebase was by me, about 3-4
years ago.

I know it's not PHP-based, but I'd very strongly suggest you look at either
Roundup (Python-based) or Keystone (Perl-based).
