[Phphelpdesk-help] View own tickets

Hello, 

If I create a regular user in PhpHelpdesk he can by default see all the
tickets of his department. Ok so I only want him to see its own tickets but
when I disable the see department tickets feature he also does not see his
own tickets

Can anyone give me some clues why it does it or how to change it ?
