I am using 0.6.16 and the database name is phpheldesk (default).
The db.conf.php is as follows
 <<...OLE_Obj...>>

What version of PHPHelpdesk are you using?
It sounds like the problem is with PHP.  The mysql_connect() function is a 
PHP function.
However, it could be your config file has the wrong hostname and database
name.
(The mysql_connect() function uses these parameters to execute).
