#35 Change own password security auth.

It would be usefull if an added security authorization
existed, to enable or disable changing your own
password,

currently, a creative user that automaticly is logged-
on can change the password in the 'preferances' form,
and from that point on nobody can enter tickets,
Until somebody calls you.
