Displays at the top of the page and I can’t upload a replacement GEDCOM. I am using PGV 4.1.6 PHP 5.2.17

I have not made any changes in years. The last time I tried to upgrade to a newer version I couldn't get it to work. I didn't have enough time to mess with it, so I just left it alone.

It is highly unlikely you'll receive an real support on a product that is over 2 years and many version old.

Somewhere, you have likely added a BOM. If your server does not support the software versions necessary to upgrade (see WIKI and readme), then you need a new host. -Stephen

I changed the encoding for the "languages/lang.en.php" file to "ANSI" and everything is fixed. I have no idea how this could have gotten changed because I have never even looked at this file.

Is there a reason why you're still on version 4.1.6?
Did you make changes to the "languages/lang.en.php" file? If you did, you probably saved the file in the wrong format (UTF-8 instead of plain ASCII).

You should find the time to try upgrading again. Upgrade to the latest-and-greatest version 4.3.0.
