It is based on the number of commits to CVS and SVN over the last week. Not a bad achievement, but many of the bigger projects run their own code base due to the delays that happen from time to time on the sf hosted CSV and SVN.

I'm not entirely sure how they define "top", but according to this month's newsletter from SourceForge, PhpGedView is project #18.

I thought it was a combination of code-commits, downloads, tracker items closed, etc.
But if it is just code commits, I see an easy way of getting to the top of the list ;-)
