[phpBT-dev] Install Issues/Problems

After I complete an install and all goes well, I get this message when I hit
 the root install dir from IE

 Then I get what appears the normal BT login - the PHPBUGTRACKER banner page,
 asking for email and password, then it lists 5 most recent bugs no bugs
 found, etc.
 
 Please help
