It would be great to have a feature where by project you could select the users to be included in the "assigned to" list. I'd be happy to accept a patch for that. :) Alternatively, you can file a feature request at the sourceforge site. Phpbt is still under development, though my time commitment to it for the last few months has been almost non-existent.
