you can run as many clients as you want. For example:

java -jar JavaBridge.jar INET:9090 3 jb1.log &
java -jar JavaBridge.jar INET:9091 3 jb2.log &

Suppose I want to start two clients as you suggested and alternate
invoking the client on port 9090 and then 9091, How do I config the
bridge to achieve this?

you can run as many clients as you want. For example:

java -jar JavaBridge.jar INET:9090 3 jb1.log &
java -jar JavaBridge.jar INET:9091 3 jb2.log &

Your php.ini should look like:

java.hosts=3D"127.0.0.1:9090 127.0.0.1:9091"
java.servlet=3DOff
