Adds setLicenseId method to AuthedPhoto.php, allowing a photo's license to be changed. Adds getLicenseId to Photo.php, allowing a photo's license to be retrieved.

Implements setPerms in AuthedPhoto.php

Inlcudes a fix for bug 1862724, photo URLs are incorectly formed when a photoid exceeds the maximum size of a php integer.

Adds a destructor to Photo.php and Framework/ObjectBase.php It looks like destructors need to be more widely propagated to allow Phlickr objects to be made available for garbage collection by unset().
