The magnets from the Gutenberg Project don't work in Phex:

The URL you posted actually dosn't work. Mainly because of the encoding of %3F right after magnet: which is not supposed to be encoded.
But if I take the magnet from the website you mentioned, which is not encoded, it works without any problems. The download is added with one source: http://www.gutenberg.org/files/20006/20006-h/20006-h.htm and a query for urn:sha1:6LFOJENIGRTML5I7MPU5GLQ5W5W2NKMV is started...
Just in case it makes any difference I updated httpclient library.

For me the magnet shows up encoded...
But since it isn't encoded in the source (I just checked), this seems to be a Konqueror Bug (but since I have most of my KDE programs in unstable right now, reporting this bug makes sense only as soon as I put my system back into stable).
