Some web hosts do not allow files with arbitary extensions, resulting in
pgn4web failing to load the PGN file.
In that case try renaming your .pgn file as .txt or another extension
supported by your web host.
You can check for all the above by typing directly the PGN URL in your web
browser, if the browser does not download the file, this issue is likely to
apply.
Entered as issue to document the possibility, but it's really a web server
configuration issue rather than a pgn4web issue. Also the workaround of
renaming .pgn files as .txt usually works.
