Using barman 1.3.2, when doing a remote PITR recovery, the recovery.conf file is not copied over.

This commit seemed to introduce the bug [27f7d7], see command_wrappers.py, "--exclude /recovery.conf" was added as a default Rsync option which made rsync-ing it during PITR a no-op
