I encountered this issue, sadly I don't remember the exact fix. What I do
recall is it had something to do with the Admin user/group and the ACLs
itself. Using MySQL I think I manually adjusted the perp_* ACLs for my admin
user which then enabled me to get into the Configure ACL screen to set the
ACL properly.

There is no class.ui_perp_eft.inc.php class so you will need to ignore this
error.
