To fix this problem follow these steps:
Go to:
/usr/share/desktop-base/profiles/xdg-config/xfce4/xfconf/xfce-perchannel-xml/
Delete all files and except xfce4-desktop.xml and xfce4-session.xml those should be the only files in that folder.....
Then reboot....
XFCE uses that folder for default session profile handling..... it is what manages the profile session when you are logged in.....
So by having the other .xml files in there they were taking over and preventing changes to be saved, since its a root access only folder....
The builders have been updated to prevent this bug

It appears options are also locked in the Settings Editor as well. Perhaps a permissions issue?
I am working on the I got some help from the xfce guys, still testing the advice they gave, if it works will implement them
