I came a forum discussion a while ago, the end result of a lengthy read, an ex pat living in Amsterdam, encountered your dilemma, indicated using the Irish keyboard had the Euro currency symbol and an English keyboard layout. Hope this will help you with your quest.

To obtain your proposed panel flag, you will need to install xfce4-xkb-plugin it is in the Bookworm repos and this guy shows how to go about it, it is a 2017 article: https://winaero.com/custom-flags-xfce4-keyboard-layout/ you will need to obtain or generate a Greek flag icon in a .svg format, ditto with your English preference.
