Ive been unable to resize windows. I cant seem to grab edges of open windows (i.e. web browser" and make them narrower or wider. Can barely "grab" the window to move it let alone size it. Not sure how to adjust. Happens on any open app...Libre office unable to grab edges to decrease size etc.

The optimum method is to right click on the panel's Window Button this is where an open app is placed, with Libre Office it is Resize to any shape or size. See the screenshot. Firefox it is Unmaximise .
Using the keyboard shortcut Alt+F8 is another way to access the "Resize Window "function.
Or you can open a terminal , type xfwm4-settings and press Enter or the Return key
then select an option that has wider borders.
Daloa is an improvement over the Default and
Default-hdpi is wider still.
While Default-xhdpi is closer to 6 pixels border width and much easier to grab than the 1 or 2 pixel wide borders for most WM settings.
