It does work only if you change the name of the iso.
iso files must not have spaces in them for Ventoy to detect them and create boot menus
I renamed the iso to PeppermintOS-i386-23.11.2022.ISO on the USB & ventoy will boot it.

Ventoy stick works fine as an installation live disc.

It boots fine on my Ventoy stick, but I don't know how to get persistence to work with Peppermint. Does anyone have Peppermint working with persistence.dat on Ventoy? If so how do you do it?

All versions of pepOS have shipped with DD (shorthand for Disk Destroyer) and gparted, from which one can create your own installation USBs...
