The NSCBC boundary conditions currently take up a lot of space in
boundconds.f90.

We should take the NSCBC into a separate module (e.g. nscbc.f90). One could
then in Makefile.local have either NSCBC = nonscbc or NSCBC =   nscbc.

In boundconds.f90 one can then call subroutines (or dummies) from NSCBC module

I would appreciate, if modules for a special purpose would have a more structured
naming scheme - so one can see, where they belong to/what they are supposed to do.

In this case this would mean: boundcond_nscbc.f90
