Base double precision flags on compiler name

Double precision flags, FFLAGS_DOUBLE and CFLAGS_DOUBLE, must right now be
defined for each machine, unless you are using the standard compiler
(gfortran). However, it should be easy the Makefile to set double precision
flags based on the name of the compiler (g95,ifort,gfortran,xlf95).
May be problematic with mpif90, though.

Nice idea, but to me this sounds like trying to make the Makefile too clever.
At some point, `magic' of this sort tends to get in your way, and analyzing the
resulting problems is confusing because of the intelligence build into the Makefile.
The new configuration scheme will group FC and FFLAGS_DOUBLE together, so using a
line like
%include gfortran
will set both of them correctly.
