#1132 Dragging/dropping a filename with a space gives an encoded filename with "%20"

If I drag and drop a file from PCManFM that has a space in its filename to an app that displays the dropped filename, the filename has "%20" instead of spaces.

I'm running PCManFM 1.3.2 with GTK3, and libfm 1.3.2.

This happens dropping on Chromium, which alone makes me wonder if Chromium could be inserting the encoded character. No big deal there, since Chromium opens the file either way. But, this also happens dropping on diffpdf, which is unable to handle the encoded character. Instead dragging from Thunar drops the filename with actual spaces. That's what leads me to believe the changed that needs to be made is in PCManFM.

This is certainly related to https://sourceforge.net/p/pcmanfm/bugs/897/ however Samba isn't involved here.

I'll also note https://sourceforge.net/p/pcmanfm/bugs/1106/ however a Raspberry Pi isn't involved here.
