The fm.h requires the fm-version.h header, but this header is installed with --with-extra-only option only.

I'm afraid it is your distro issue, since mentioned file is always installed as it is included into install list for both extra-only and full installs in the Makefile. Consult with your distro maintainers, please. Thank you.
