Ex. 3rd level Wizard with Int 17 gains 4th level and chooses Intelligence as the stat to increase. The available skill points should be 6, but instead it lists as 5. That being said, there is a house rule setting that allow exactly that since you are far from the only one that doesn't want to apply the rule that way.
