<p>Your misinterpretation of the rules is due to placing the character level in the same category as the spell level. Two different aspects of the character class model. There are three things you need to understand - Class Level, Spell Level, and Caster Level (The fourth is Total Level)... Class Level is the Levels in any given class, Spell Level is a categorization of spells by graded powers, typically 0-9. Caster Level is the effective level the spells are cast at and impact the numerical values that rely on that value. I.e. Fireball deals 1d6/level - thus a 10th level Caster deals 10d6. There are abilities that can alter your caster level. Clerics with the healing domain have a +1 Caster level to cast healing spells. Cleric level 1 casting Cure Light Wounds which is 1d8/level (max of 5d8) would roll 2d8. Your total level is the cumulative total of all your class levels and hit die (if a race that has HD).</p>
<p>Now, I want to point out that by your logic I would have access to 9th level spells by character class level 9. Arguably if I had a high enough ability score. <br/>
The actual rules for Bonus spells, is that they accrue (or) are added, when the character can legally gain them, they are tied to the Spells Cast tables. Note '-' means cannot cast that level.</p>
