The DESC tag is a global tag valid on most objects but there are several
objects which do not display the DESC contents in the GUI. It would be most
useful if this could be changed. Specifically Templates are often used for
purposes besides implementing a game rule template, often they get used for
work arounds and such, it would be most useful to be able to use DESC in a
Template to give the user a detailed explanation of the work-around the
template provides, currently the user needs to guess at this or find the
explanation in the docs (which doesn't always exist).
