To reproduce:

PFCR & PFAPG only loaded

- Create new Elf Fighter, stats all 10s

Symptom: None of the default Elf Racial Traits (in Racial Abilities) can be removed by clicking on the "left arrow button" beneath the rhs window

(Symptom also exists with only PFCR loaded, but not an issue here as there are no options to select instead :-)
