As it stands the class definition for Guardian Naga in rsrd_classes_monsters_specific.lst is not working correctly in that it is only providing access to the sorcerer spells and not the cleric ones. I am unaware if this ever worked though. I would expect that you would have to define the Guardian Naga as a spellcasting class with the sorcerer and 2x cleric domains as its spell lists and code up the spells known and castable as per a normal class. There are plenty of instances where this (or some similar tag) would be useful.
