The attack penalty part of this seems to be encoded in rsrd_equip_armorshields.lst when it shows this on the Tower shield line: BONUS:WEAPON|TOHIT|SHIELDACCHECK|!PREFEAT:1,Tower Shield Proficiency Should the lines for every other shield have a similar BONUS: tag? We might be able to add a bonus to the stats and checks file but it is more likely we will need to spec a code FREQ.
