I have tracked down the problem, it was introduced with SVN revision 8407,
most probably with the changes to
Trunk/pcgen/code/src/java/plugin/lsttokens/add/SpellCasterToken.java

Confirmed that this works in SVN r8638 for a 35e elf wizard 1 with a
template granted as follows:
TestAddSpellcaster	DESC:Should add a level of
spellcasting.	ADD:SPELLCASTER|ANY
