Legal values are SPELL or LANGUAGE

Cannot be chained, e.g. if you need both, you need two lines:

ALLOWDUPES:SPELL
ALLOWDUPES:LANGUAGE

Suppresses duplicate messages, provided that PCC file is the exact PCC file selected by the user.  Like FORWARDREF, this does not chain to a "parent" PCC file
