Add PRESPELLTYPE:1,ANY=2 to a feat (I added it to Acrobatic). Load rsrd basic. Select alignment select race. set Int at least 12. Add level of another class - I tried Barbarian and Rogue. Add three levels of wizard You do not qualify. - I have tested this some more and if you take a casting class first (I tried Bard, Ranger and Cleric) you do qualify. It appears to have something to do with starting the character with a non-casting class. Do to that fact, I'm not sure it was working in 5.13.7.
