We don't have any knowledge that a class is actually 1/2 cost. The ONLY indication of caster level is the BONUS:CASTERLEVEL tags in class lines. Unless we decompose this (HIGHLY unlikely), we have no ability to infer what is or isn't a 1/2 (or 1/3, etc.) 'strength' caster level.
