Yes, but characters have feats that affect equipment. And characters can use equipment that is altered by feats and not have that feat, using the equipment in a diffirent fashion. Best example, take a Bastard Sword. Any character can use it two-handed. Only someone with a feat (Extoic Weapon Prof) can use it one-handed. If PREFEAT works in the equipment file the Bastard Sword could have the tag: BONUS:WEAPON|Sword (Bastard)|WIELDCATEGORY|-1|PREFEAT:1,Exotic Weapon Proficieny(Sword (Bastard)) and we wouldn't need all this [HAND] crap that hardly ever works (seems like it's broken again every third or fourth version). If they are not that should be considered a bug. Now PRE tags by themselves in an EQMOD are a different story. PRE tags in EQMODs determine if the EQMOD can be applied to a particular peice of equipment (pretty much limits it to PRETYPE), any PRE tags which can't be evaluated against equipment does not make sense. PRE tags appended to EQMOD tags in equipment is also a different subject, I do believe there is a FREQ for it somewhere. I have no objections to it, it would prrobably be useful but the concept seems odd to me. It would enable something like a sword which is masterwork but only in the hands of a fighter (or whaterver PRE was stuck on it). My question is whether the code base can handle this, normally a base item and it's EQMODs are a single item, can the code apply the EQMOD on the fly on a conditional basis. If it's not a problem great, if it's difficult then I'll remind folks that the problem this is meant to solve is not imposible to handle now. For example: a magic sword which has the Keen quality IF you are 5th level or better. what is desired : EQMOD:KEEN|PRELEVEL:5 But you can also do this by adding the same bonuses in the Keen EQMOD directly into the item and qualify those bonuses with PRELEVEL:5, you can also add an SPROP:Keen|PRELEVEL:5 as well. It's a little more work but it gets the job done. I can see no reason that any and all PRExxx tags attached to BONUS tags in EQMODs should not work the same way since you are essentially attaching the bonuses to the equipment. PREFEAT as a stand alone tag does not make sence because the customiser is evaluating the equipment and they don't have feats. Since PREFEAT does work in equipment might this be a bug that it does not in EQMODs, either way they should.
