#2 shut-down sequence
It would be nice if PCD can support shutting down based on some rules.
This "shutting down" sequence can be useful in low-power mode where the system has to shut down
the processes that were initially started by rules.pcd.
The shut-down order can be reverse of the rules.pcd, or maybe an additional rules.pcd for shutdown.
