I'm having trouble reproducing this.

I've executed the following steps:
1. Launch pcb (gtk hid)
2. Open the route styles dialog by clicking the route styles button
3. Change the parameters to something else (12 mil, 34 mil, 56 mil, and 78 mil)
4. Check the "Save route style setting as default" box
5. Close the route styles box with the OK button
6. Quit pcb
7. Launch pcb
8. Open the route styles dialog by clicking the route styles button

I see the 12, 34, 56, and 78 mil settings that I saved.

  It appears that the Route Styles option "Save as Default" for new
  designs does not work(*). PCB always starts with the same (imperial)
  Route Styles and default sizes.
