Summary: puller fails inside polygons

Initial Comment:
when the puller is used on traces enclosed in a polygon the arc is mirrored along the straight line.
in the attached file one can test the puller behavior in 5 cases.
the first one is not enclosed and works, all other behave faulty.

version 20091103 from ubuntu lucid
