We really want a rich tag-suggestion interface for our collectors (all of them -- the bookmarklet, the sidebar, and the in-page popup). Something more like what delicious does.
To further clarify the intent, we envision three steps to fulfill this task:
1) List the popular tags for the given object
2) As the user begins to enter keywords/tags, a list of matches would show up to make it easier to select a previously used tag. The list would be populated from the user's previous tags + the popular ones.
3) A list of recommended tags based on inspection of how other users have tagged the system and what tags the given user may have that match up. This feature is the most speculative and may require a much larger body of data before we can attempt it.

another idea is to suggest common tags that the current user has been using, so if they have a hot tag they are frequently using it will be suggestable too. i actually think the suggest could suggest (given 1 or 2 character prefix) any keyword used for that object by other users AND any tag the current user has used.
