#791 Make the --do-tall flag the default install behavior for windows PWS

Once I learned about the '--do-tall' option that can be added to the path for the windows PWS executable, it is what I always use now. I think it is a better option to use so that PWS Edit/New Entry window don't cover up too much of other windows that are open. My suggestion is to make the install of PWS on windows work as if the --do-tall option is the default.
