#405 High DPI displays and Warning Messages cause repaint

On higfh DPI screens the info and warning messages at the top right of PAMGuard havea larger font size than the space between the menu bar and the top of the tab pane. When a message appears the font threfore slightly moves the tab pan downward, repainting any displays. This is a problem when marking out on some displays. A double click brings up a warning message which then invalidates/cancles the marking Thus polygon marking does not work. This might be fixed in Java11 where swinig has support for high DPI displays.

    Java 12 version that solves this problem is now available. We will shortly migrate all of PAMGuard to Java 12
