When trying to run configure for pam_mount-2.13, it complains that I don't have libHX => 3.12.1 installed. I currently have libHX 3.13 installed.

I can't see any problem. 3.13 satisfies >= 3.12

Run pkg-config libHX --modversion. What does it give?
